    My idea is rather simple.

    Concept:
The game would be made so that it has a total of 10 levels. All levels increase in difficulty as the game goes on. The map would always have two tunnels on parallel walls to allow players to move to the other side of the map.

A mod would referee the game from above to watch both teams for cheating.

    Gameplay:
One player will be given a set of shears. They must go around the board and get the most wool blocks as possible. If they get all the blocks they move to the next level. At the same time a team of five “ghosts” go around the same map after leaving a glass hut at the middle of the map to hunt for the defenseless player using a sword (iron or diamond) .

The player only has the ability to fight back when they pick up a bonus wool piece, there will be four in each round. The player will be given a sword (iron or diamond) and will be given 10 seconds to kill any “ghost”. During this time “ghosts” can not fight.

    Getting Points:
Points will be awarded to the player at the end of each round based on how many pieces of wool that they obtained. The points are discussed below:

    xxxxxxxxxxNormal wool: 10 points
    xxxxxxxxxxSpecial wool: 50 points

There will be 1,500 points available each round

    Lives:
The player will have three attempts, or Lives. Each time they die they loose a life. An extra life will be awarded when the player collects a total of 1,000, 2,500, 5,000, 10,000, 20,000, and 40,000 they will be awarded an additional life.

    Rules:
xxxxxxxxxx1. If a player attacks a “ghost” when they are not legally supposed to they will loose a life and the wool collected is disregarded.

xxxxxxxxxx2. If a ghost fights a player during the Bonus Round they will be banned until the end of the life or the end of the level.

xxxxxxxxxx3. The player must collect all wool that he or she has to pass. Failure to do so will result in their location being told be the judge, allowing the ghosts to hunt the player faster.

xxxxxxxxxx4. The player and the ghosts can not break any part of the map. If they do they will be kicked out of the game. Players will win nothing.

xxxxxxxxxx5. Ender Pearls are Prohibited. If a player of either team is caught using an Ender Peal they will be kicked out of the game. Players will get nothing.

    Winning:
Players of either side can win by either collecting all of the wool or by hunting the player.

xxxxxxxxxxWinning all ten levels can earn a gift of 1 diamond
xxxxxxxxxxWinning 8-9 levels gives you a gift of a stack of iron blocks
xxxxxxxxxxWinning 6-7 levels gives you a half stack of iron blocks
xxxxxxxxxxWinning 4-5 levels gives you a stack of coal
xxxxxxxxxxWinning 2-3 levels gives you half a stack of coal
xxxxxxxxxxWinning 0-1 levels gets you nothing

xxxxxxxxxxBlocking all ten levels can earn a gift of 1 diamond
xxxxxxxxxxBlocking 8-9 levels gives you a gift of a stack of iron blocks
xxxxxxxxxxBlocking 6-7 levels gives you a half stack of iron blocks
xxxxxxxxxxBlocking 4-5 levels gives you a stack of coal
xxxxxxxxxxBlocking 2-3 levels gives you half a stack of coal
xxxxxxxxxxBlocking 0-1 levels gets you nothing

    xxxxxxxxxx(Prizes can be adjusted)

    Highscore:
A highscore can be kept to record the best players. The highscore would start at 10,000 points. Getting on the top five of the highscore will get you one of the following:

    xxxxxxxxxx1st: half stack of iron
xxxxxxxxxx2nd: a half stack of gold
xxxxxxxxxx3rd: a quarter stack of gold
    xxxxxxxxxx4th: a stack of redstone
    xxxxxxxxxx5th: a stack of coal

    xxxxxxxxxx(Prices can be adjusted)

From my experience of running stuff like this, I’d say making the ghosts not fight during those 10 seconds, and making the pacman stop after ten seconds of killing ghosts would be a nightmare. Generally you want rules to be as simple as possible for people to follow.

There may be a way to have it so you can use a redstone circuit tie into a broadcast for where the game will take place, but I see the issue.
